In a significant move to alleviate the financial burden on the state’s agricultural community, Haryana Chief Minister Nayab Saini has launched the ‘One Time Settlement’ (OTS) scheme. The announcement was made in Chandigarh, aimed at providing relief to farmers struggling with outstanding debts.

Under this new initiative, the state government plans to waive the interest on loans for approximately 6,81,182 farmers. The scheme specifically targets those who have outstanding loans with Primary Agricultural Credit Societies (PACS). According to the government’s proposal, if a farmer repays the principal amount of their loan, the entire accumulated interest will be waived off.

Financial Relief and Timeline

The state government estimates that the waiver will cover interest amounting to nearly ₹2,266 crore. Additionally, the scheme extends benefits to the families of 2,25,000 ‘Amrit Farmers’. If these families clear their principal dues, they stand to benefit from an interest waiver totaling ₹900 crore.

Chief Minister Saini confirmed that the scheme is already effective and will remain open until March 31, 2026. This timeline provides farmers with a substantial window to arrange for the principal repayment and clear their financial records.

Compensation for Crop Damage

During the press conference in Chandigarh, the Chief Minister also addressed the issue of crop damage caused by heavy rains and flooding in August and September. Following on-ground assessments in flood-affected districts, the government had opened the e-Kshatipurti portal until September 15 for farmers to report their losses.

The government has now released ₹538.21 crore in compensation to affected farmers. A verification process identified damage across 1,23,800 acres of agricultural land, impacting 53,821 farmers.

District-Wise Allocation

The compensation breakdown highlights specific relief for different crops. The government released ₹35.39 crore for millet (bajra), ₹22.51 crore for paddy, ₹27.43 crore for cotton, and ₹14.10 crore for sorghum (jowar).

Among the districts, farmers in Charkhi Dadri received the highest relief, with ₹23.55 crore released as compensation. The districts of Hisar and Bhiwani followed as the next highest beneficiaries of the relief funds.
