In a significant administrative overhaul, the Bihar government has transferred 37 Indian Administrative Service (IAS) officers. This marks the third major reshuffle in the state administration within a single week, signaling a concerted effort to streamline governance across various departments.

The General Administration Department issued the official notification regarding these new postings and additional charges. The shake-up impacts critical sectors including the Health Department, Education Department, and the Panchayati Raj Department, with several senior officials being reassigned to new roles.

Key Appointments and Shifts

Among the notable changes, Upendra Prasad has been appointed as the Additional Secretary in the Labour Resources and Migrant Workers Welfare Department. He previously held the position of Additional Secretary in the General Administration Department. Similarly, Naveen Kumar Singh, formerly the Additional Secretary in the Social Welfare Department, has been moved to take charge as the Director of Panchayati Raj.

The Industry Department also sees changes with Dr. Vidyanand Singh being posted as the Director of Handloom. Meanwhile, Sunil Kumar has been entrusted with the responsibility of Director, Employment and Training.

Officers Given Additional Charges

Several officers have been tasked with dual responsibilities to ensure smooth administrative functioning. Mayank Varwade, an IAS officer from the 2001 batch, has been appointed as the Secretary of the Planning and Development Department. In addition to this primary role, he will also serve as the Inquiry Commissioner for the General Administration Department.

Amit Kumar Pandey takes over as the Director of the State Health Society. The government has also assigned him the additional charge of Additional Secretary in the Health Department. In the public relations sector, Anil Kumar has been posted as the Director of Information and Public Relations (IPRD) and will concurrently hold the additional charge of Managing Director at the Bihar State Dialogue Committee (Bihar Rajya Samvad Samiti).

Kumar Anurag has been appointed Managing Director of the Bihar State Building Construction Corporation Limited, Patna, with an additional mandate as Joint Secretary in the Building Construction Department. Furthermore, Sumit Kumar is the new Project Director for the Bihar AIDS Control Society and will also handle the additional charge of Mission Director for Jal Jeevan Hariyali under the Rural Development Department.

Other Significant Transfers

The reshuffle extends to various other directorates and district-level positions:

  • Dharmendra Kumar: Appointed as Director, Social Security until further orders.
  • Aditya Prakash: Moved to the post of Additional Secretary, Panchayati Raj Department.
  • Shyam Bihari Meena: Posted as Additional Secretary, Bihar State Planning Board, Patna.
  • Saharsh Bhagat: Appointed as Director, Land Records and Survey Department.
  • Aman Samir: Given the responsibility of Director, Micro, Small and Medium Enterprises (MSME).
  • Manish Kumar Meena: Appointed as Director, Mines, Bihar.
  • Tushar Singhal: Sent to the post of Director, Fisheries.
  • Vijay Kumar: Assigned the role of Additional Secretary, Education Department.
  • Manoj Kumar Rajak: Posted as Secretary, Urban Development and Housing Department.
  • Dhananjay Kumar: Appointed as Additional Secretary, Health Department.
  • Arif Ahsan: Transferred to the post of State Transport Commissioner.

At the district administration level, Neelima Sahu has been posted as the Deputy Development Commissioner-cum-Chief Executive Officer of the Zila Parishad in Nawada. Similarly, Niharika Chhavi has been appointed as the Deputy Development Commissioner-cum-Chief Executive Officer of the Zila Parishad in Buxar.
