The Uttarakhand government, led by Chief Minister Pushkar Singh Dhami, has marked the completion of four years in office, highlighting a series of legislative and administrative actions aimed at reshaping the state’s development trajectory.
Among the most significant initiatives is the implementation of the Uniform Civil Code (UCC), making Uttarakhand the first state in the country to enact such legislation. The government also pointed to the enforcement of new land laws, a strict anti-conversion law, and anti-riot legislation as key steps towards strengthening law and order.

To address transparency in public employment, a strict anti-cheating law for recruitment exams was introduced. According to government figures, this measure has facilitated the recruitment of over 30,000 individuals into government jobs over the last four years, boosting trust in the system.
In a major administrative drive, authorities have reportedly freed more than 12,000 acres of government land from illegal encroachment. In education, a notable reform was the abolition of the Madrasa Board. Its functions are now under the newly established Uttarakhand State Minority Education Authority, which will oversee curriculum and educational standards.
Focus on Women’s Empowerment
Women’s empowerment has been a stated priority, with several schemes and policies introduced. The government has implemented a 30% horizontal reservation for women in state government jobs and a 33% reservation in cooperative management committees.
Financial independence for women is being promoted through initiatives like the ‘Lakhpati Didi’ program, which has reportedly benefited over 254,000 women. Self-help groups are also being supported with interest-free loans of up to ₹5 lakh. Other key programs include the Chief Minister Single Women Self-Employment Scheme and the Chief Minister Sashakt Bahna Utsav Scheme.
The Dhami-led administration asserts that these combined efforts in law, governance, and social welfare are steering Uttarakhand towards its goal of becoming a model state.
