Institutionalising a Legacy: How the Modi Government Integrated Atal Bihari Vajpayee into Governance Frameworks

In the landscape of Indian politics, former Prime Minister Atal Bihari Vajpayee remains a figure whose acceptability transcended party lines. Following his demise, the Narendra Modi-led government moved beyond mere symbolic tributes, taking concrete steps to institutionalise his legacy through governance, policy formulation, and national infrastructure.

This systematic integration of Vajpayee’s vision into the current administrative framework highlights a shift from commemorative gestures to policy-driven homage.

Schemes as a Tribute to Governance

One of the central pillars of this effort has been the naming of flagship national schemes after the late leader. The government has stated that the objective is to align his policy thinking with contemporary governance.

The Atal Pension Yojana, launched in 2015, was designed to provide minimum pension security to workers in the unorganised sector. This social security model draws directly from Vajpayee’s vision of inclusive development.

Similarly, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) focuses on long-term urban needs such as water supply, sewerage, and infrastructure improvement. The administration frames this as a continuation of the infrastructure policies initiated during the Vajpayee era.

Furthermore, the Atal Innovation Mission was established to foster a culture of innovation and startups, linking his memory to future-readiness in education and technology.

Formal National Recognition

The government’s approach extended to the highest formal honours. In 2015, Vajpayee was conferred the Bharat Ratna, India’s highest civilian award. Presented during his lifetime, the decision received broad acceptance across the political spectrum, reflecting his stature beyond partisan divides.

In addition to national awards, the Centre and various state governments have named universities, medical colleges, stadiums, and public institutions after him. The stated intent behind these decisions is to ensure the younger generation remains connected to his contributions.

Policy Continuity and Strategic Vision

The current administration frequently links its policy decisions to the ideological foundations of the Vajpayee era. Notable examples include infrastructure and foreign policy.

Current national highway and connectivity projects are often described as the next phase of the Golden Quadrilateral project, a signature initiative of Vajpayee’s tenure. In foreign affairs, the balance of firmness and dialogue is frequently attributed to the diplomatic traditions established during his time.

However, political analysts note that Vajpayee’s politics, often characterised by consensus-building and dialogue, evolved under different historical circumstances.

Beyond Symbolism

The government maintains that the honours accorded to Vajpayee are not merely symbolic. By embedding his name in schemes like AMRUT and the Atal Pension Yojana, there is an attempt to make his thinking a permanent fixture of the governance system.

While critics argue that adopting a leader’s legacy requires a deep engagement with their core political values, it is evident that Vajpayee is among the few leaders whose identity has been established by the current government across programmatic, institutional, and ideological levels.

The Modi government’s approach has ensured that Atal Bihari Vajpayee’s presence remains visible in India’s modern governance journey, extending well beyond formal tributes.
